By constantly circulating a small amount of hot water through the pipes from the heater to the faucet and back to the heater, the water circulating the pipes is always hot, and thus no water is wasted during the wait.

It uses more energy, of course, to always have this pump running. Some of this energy can be saved with a timer and an aquastat (water thermostat.) The timer can be set to run the pump only when it is likely to be used. And the aquastat can adjust the water temperatures.

However, customer service at retail outlets usually rises above that found online, i. e. easier returns and part selection and installation guidance.
